It is the conclusion of this report that the governments's campaign to suppres armed dissidents in Matabeleland has resulted in grave and persistent abuses of human rights. these abuses have created an atmosphere of fear and mistrust that will take years to overcome. they have also seriously undetermined the legitimacy of the new regime in the eyes of the Ndebele people.
