The purpose of this study is to draw the attention of the Second Conference on the Least Developed Countries (LCDs) to the necessity of introducing considerations having bearing on the protection of human rights in the programmes they devised and implemented for the LCDs. popular participation, the cornerstone of development, remains illusory in the absence of a truly democratic debate.
