A symposium that brings together top-level officers from almost all the armed forces of Europe and North America to discuss how best to implement and promote knowledge of international law. This was a rare, indeed extraordinary event. The international committee of the red cross therefore felt it necessary to publish the proceedings of the symposium, not only in order to inform other political and military leaders of the discussions that took place in petersburg but also to ensure that the symposium would be adequately followed up.
